In Japan, many universities have student exchange agreements and accept international students from those countries you mentioned. One idea could be to contact the international student support department of many Japanese universities as I believe they would have an understanding of the language situation for each country. Maybe a good way is to look for such "international student support staff" on LinkedIn and see if they are happy to share information with you. Another way is to look for the right department on each university website. For example, Kobe University has a Global Education Centre: http://www.gec.iphe.kobe-u.ac.jp/
